Boughton: Gun-control group 'left me'

The divorce between the mayor of Connecticut's seventh-largest city -- whose constituents included victims of the Newtown school massacre -- andMichael Bloomberg's $50 million lobbying machine against the National Rifle Association is getting messy.
The group formerly known as Mayors Against Illegal Guns, which rebranded itself Wednesday under the name Everytown for Gun Safety, said it was blindsided last week when Danbury Mayor Mark Boughton, a Republican candidate for governor, dropped out of its coalition.
Not once in the 14 months since Boughton joined the group in February 2013 did the mayor voice his objections to its agenda, Erika Soto Lamb, a spokeswoman for the gun-control advocacy coalition, told Hearst Connecticut Media.
"It feels like sort of politics to us," Lamb said. "We've never heard from him to say, `I don't agree with that.' "
Boughton denied that he is trying to boost his stock with gun owners -- perceived by some as a key to the GOP nomination -- by renouncing his ties to the 1,000-mayor coalition.
"I didn't leave (them). They left me," Boughton said.
Since signing a statement of principles, which support universal background checks and efforts to combat the trafficking of illegal guns, Boughton said the coalition's agenda has moved away from enforcement in favor of increased restrictions on guns.
"For me, I'm not comfortable about signing my name to a blank check," Boughton said.
The strongest reaction to Boughton severing his ties with the group came last week from Erica Lafferty, an outreach coordinator for the coalition and the daughter of slain Sandy Hook Elementary Schoolprincipal Dawn Hochsprung.
"My mom and my family have strong ties to Danbury -- it was where my mother held her first school administration job and I know it is a place that was dear to her heart," Lafferty told Hearst at the time. "That's why I feel betrayed to learn that Mayor Boughton is putting his personal political ambitions ahead of the safety of Connecticut families. In fact, the tag line for his campaign is `People over Politics' -- but the only people that this decision serves are gun lobbyists."
The controversy over Boughton's association with the group, founded by Bloomberg in 2006, comes amid a rebranding initiative and a pledge by the former New York City mayor to invest $50 million in the coalition.
The Connecticut Citizens Defense League, a 12,000-member Second Amendment group that has vowed to be a player in the midterm elections, declined to comment on Boughton's status on gun control.
CCDL is appealing a federal judge's decision to uphold Connecticut's toughest-in-the-nation gun law, which was precipitated by the Dec. 14, 2012, slaying of 20 children and six educators in Newtown.
The law cracks down on assault weapons and high-capacity gun magazines. The gun owners group has frequently picketed at campaign events of Republicans who backed the legislation.
At the same time, the knock from Democrats on the main contenders for the GOP nomination for governor is that the Republicans are shifty and ambiguous on which gun-control measures they support and which ones they don't.
"I've been very clear to say that if the bill showed up on my desk, I would have sent it back to the Legislature for more work, specifically in the areas of mental health and school security," Boughton told Hearst this week. "I think the sportsmen out there have raised issues about the magazines. I think it's going to have to be looked at. It's unenforceable."
Boughton declined to elaborate on the specific provisions of the gun control legislation, however.
"I haven't changed my position in 14 years," said Boughton, who is Danbury's longest-serving mayor.
Of the seven most populous cities in Connecticut, Danbury is the only one whose mayor isn't on the membership list of Everytown for Gun Safety, which recently brought the group Moms Demand Action for Gun Sense in America under its umbrella. The other top-seven cities are all represented by Democrats.
Boughton's withdrawal from the coalition leaves it with 13 members overall in Connecticut, two of whom are Republicans -- East Haven Mayor Joseph Maturo Jr. and North Haven First Selectman Michael Freda.
"He signed a statement of principles, which haven't changed since he joined," Lamb said of Boughton.
Boughton said it was disheartening that the coalition made no effort to retain him and chose to "broadside" him in the media.
"OK, how about picking up the phone?" Boughton said. "I've never ever, ever heard anything from them. They don't ask your opinion. They just tell you. It's very clear that they're not interested in feedback."

Boehringer collaborates with Mass. firm

Researchers with Boehringer Ingelheim will have a greater focus on diseases and disorders surrounding the central nervous system through a collaboration announced Thursday with Hydra Biosciences.
While Boehringer has had a footprint in the past in the central nervous system arena with Mirapex, a drug used to treat Parkinson's disease that went off patent a couple of years ago, the company currently doesn't have any branded products in the arena.
"CNS is one of the areas where we continue to do research but it will be more of a focus in the future than it is today in our current marketed portfolio," said Kate O'Conner, a spokeswoman for the company. "Within CNS there are still many unanswered questions and many unmet needs."
The partnership with Hydra Biosciences, which is based out of Massachusetts, will include early research on a small molecule in inhibitors for the treatment of CNS diseases and disorders.
Under the terms of the deal, both companies will work together to identify potential candidate inhibitors while Boehringer will be responsible for the global development and commercialization of inhibitors discovered through the collaboration.
"We are extremely pleased to be working with Boehringer Ingelheim, a company that shares our dedication for developing innovative products that improve patient's lives," said Russel Herndon, president and chief executive officer of Hydra Biosciences. "The combination of Hydra's unique understanding of TRP channels and BI's proven research, development and commercialization capabilities provides an excellent opportunity to maximize the potential of these novel targets."

Second Teen Arrested for Conspiring to Shoot Up Danbury High

A second Torrington teen was arrested for allegedly planning a Columbine-style shooting at Danbury High School.

Tuesday on charges that he conspired with another area teen to go on a shooting spree at Danbury High School, the Register Citizen reports.

Torrington resident Peter Thulin was taken into custody and arraigned Tuesday on charges of conspiracy to commit assault in the first degree and attempt to commit assault in the first degree.

The charges are connected to theMarch arrest of Torrington 18-year-old Natalie Carpenter, who was allegedly planning assaults on Danbury and Stratford high schools on par with the 1999 tragedy at Columbine.

Carpenter was arraigned on the same charges in March and held on $300,000 bond.

Thulin was arraigned Tuesday and held on $200,000 bond pending his next court date, scheduled for May 6.

Thulin’s arrest warrant remains sealed — as was Carpenters for weeks after her arrest — however Register Citizen reporter Isaac Avilucea notes that Thulin’s lawyers expected authorities to allow the 19-year-old to turn himself in, rather than being taken into custody.

Avilucea also noted that Thulin is on several prescription medications and was previously admitted to the addiction services division of Connecticut Valley Hospital.

Bethel to revise proposed blight ordinance

Town officials will return to the drawing board to revise a proposed blight ordinance after residents expressed concerns at a recent public hearing.
While about 19 people spoke in favor and 19 against the ordinance during the hearing Jan. 15, even those in favor wanted changes, First Selectman Matt Knickerbocker said.
Knickerbocker said the Bethel proposal was not as tough as other towns', but he understood residents' fears that the language would give the town too much authority over minor aspects of a property.
The selectmen likely will make substantive changes in the ordinance that would require another public hearing, he said.
Knickerbocker said the goal was to give the town the legal authority to address properties that were a health or safety concern for the community.
Resident Billy Michael agreed that though many residents spoke in favor an ordinance, most wanted changes to the draft that was presented.
"There was very little support for it as it was written," Michael said.
He said he thought there might be two dozen properties in town, out of 6,500, that need the authority of an ordinance to modify their condition.
But Michael said the proposed ordinance had pages of details that went beyond what was necessary for the health and safety of the community.
Selectman Paul Szatkowski proposed the ordinance and worked with Town Attorney Martin Lawlor on the plan. They looked at ordinances from other towns and at research from the Connecticut Conference of Municipalities.
New Milford and Danbury have blight ordinances, and Ridgefield has been considering the drafting of one.
Property owners would be approached and given time to correct problems, Knickerbocker said, before penalties kicked in.

After four months, hearing closed on new soup kitchen

The Zoning Commission now faces the choice of approving or denying Loaves & Fishes Hospitality House's application to construct a building at 25 Bridge St.
The commission, after conducting often contentious hearings over four months, closed the hearing process this week.
Attorney Neil Marcus, representing Loaves & Fishes, responded Tuesday to zoning and town engineering concerns about the proposed site, including parking.
"Dorothy Day House operates in Danbury with no parking available, which doesn't seem to be a problem," Marcus pointed out in response to the commission's argument that the seven parking places proposed for the site were not enough.
Marcus noted that no other municipality in Connecticut requires the same number of parking spaces for a soup kitchen as for a restaurant of the same size, which was 21 spaces.
Marcus further noted that no town ordinance exists that would deny use of the Patriots Way parking lot to patrons and volunteers of the soup kitchen. Zoning members have said at several meetings that the parking lot could not be considered -- despite the fact that, previously, owners of the "30 Bridge Street" office building were granted that right.
The design was altered by public engineer Mike Mazzucco and architect Charlie Reppenhagen in hopes of satisfying the dissatisfaction of Town Engineer Jim Rotondo and the commission with the proposed building size, driveway width and truck turn-around space.
They reduced the footprint to 1,908-square feet, making the two-story building a total of 5,723 square feet. This created more space for garbage trucks to turn around; the shared driveway would be widened to 24 feet, a requirement for a business property.
Only three of the four apartments in the front of the property would be rented, freeing up two parking spaces.
The tenor of the four months of public hearings has been adversarial, despite Zoning ChairmanBill Taylor's assurances of impartiality.
"We pride ourselves on treating everyone the same," Taylor said. "If you meet the requirements, your application is approved. If you don't, it's not."
Loaves & Fishes plans to have a drop-in center -- space for consulting professionals like veterans services and Catholic Charities, and laundry and shower facilities -- as well as the soup kitchen.
These plans have caused commission members to question the actual definition of the proposed usage.
"We're going to provide a bathroom for people to use. We're going to provide a space where people won't have to stand outside while waiting to eat," Marcus said. "Don't criticize us for these things."
Taylor said no decision will be reached on the application at the May 13 meeting. The commission has 65 days to render a decision.
"This is an application that will require a good deal of discussion," Taylor said.
