 4 accused of selling alcohol to minor; worker gets jail in theft from home





 Four store clerks in the towns of Pawling and Dover are facing charges for allegedly selling alcoholic beverages to an underage patron.
On Monday, New York State Police and State Liquor Authority personnel conducted an underage drinking enforcement operation. An 18-year-old volunteer tried to buy beer or wine at 11 stores. The minimum legal age to purchase alcohol in New York is 21.
Four clerks were charged with prohibited sale of alcohol, a misdemeanor. They were issued appearance tickets to local courts and released. Their employers face penalties imposed by the State Liquor Authority.
The stores those clerks were employed at are Wingdale Beer and Soda in Dover, Wingdale Food and Gas in Dover, Pawling Beer and Soda in Pawling and La Guadalupana in Pawling. The Journal does not print the names of those charged with misdemeanors.

Teen dies in Mahopac crash


- A 19-year-old Mahopac man died Friday evening when the 1990 BMW he was driving left the road on Baldwin Place Road in the area ofMahopac High School and struck a school building around 11:26 p.m., according to Carmel Police.
The name of the man has been withheld until family can be notified.
Carmel police officers, members of the Mahopac Falls Volunteer Fire & Ambulance and Transcare Paramedic responded to the scene, providing medical assistance to the driver, who later died, police said.
Putnam County Sheriff's deputies and an accident reconstruction team are assisting with the investigation. No cause has yet been determined for the accident.

3 injured after pickup lands on a Subaru on I-684

Serious car crash, I-684 Katonah


 As many as three people were injured Thursday when a pickup truck traveling north on Interstate 684 jumped the guardrail, went into the southbound lanes and struck five cars as it rolled over before landing on a Subaru, officials said.
The full extent of the injuries was not immediately clear, but state police said they appeared not to be life-threatening.
The victims were said to be conscious and alert at the scene. They were taken to area hospitals, with at least two taken by ambulance to Westchester Medical Center in Valhalla.

Stony Hill Inn tribute is Saturday



 The Bethel Historical Society will host a special program to honor the history of the Stony Hill Inn on Saturday from 1 to 4 p.m. at Bethel Historical Society, 40 Main St.
The program includes a special half-hour film made about the inn that will have a first showing at 1 p.m. Artifacts from the inn will be on display, and former owner Gene Rubino will be on hand.
The event is free and open to the public.


Bethel to revise proposed blight ordinance

 Town officials will return to the drawing board to revise a proposed blight ordinance after residents expressed concerns at a recent public hearing.
While about 19 people spoke in favor and 19 against the ordinance during the hearing Jan. 15, even those in favor wanted changes, First Selectman Matt Knickerbocker said.
Knickerbocker said the Bethel proposal was not as tough as other towns', but he understood residents' fears that the language would give the town too much authority over minor aspects of a property.
The selectmen likely will make substantive changes in the ordinance that would require another public hearing, he said.
Knickerbocker said the goal was to give the town the legal authority to address properties that were a health or safety concern for the community.
Resident Billy Michael agreed that though many residents spoke in favor an ordinance, most wanted changes to the draft that was presented.
"There was very little support for it as it was written," Michael said.
He said he thought there might be two dozen properties in town, out of 6,500, that need the authority of an ordinance to modify their condition.
But Michael said the proposed ordinance had pages of details that went beyond what was necessary for the health and safety of the community.
Selectman Paul Szatkowski proposed the ordinance and worked with Town Attorney Martin Lawlor on the plan. They looked at ordinances from other towns and at research from the Connecticut Conference of Municipalities.
New Milford and Danbury have blight ordinances, and Ridgefield has been considering the drafting of one.
Property owners would be approached and given time to correct problems, Knickerbocker said, before penalties kicked in.

After four months, hearing closed on new soup kitchen

            The Zoning Commission now faces the choice of approving or denying Loaves & Fishes Hospitality House's application to construct a building at 25 Bridge St.
The commission, after conducting often contentious hearings over four months, closed the hearing process this week.
Attorney Neil Marcus, representing Loaves & Fishes, responded Tuesday to zoning and town engineering concerns about the proposed site, including parking.
"Dorothy Day House operates in Danbury with no parking available, which doesn't seem to be a problem," Marcus pointed out in response to the commission's argument that the seven parking places proposed for the site were not enough.
Marcus noted that no other municipality in Connecticut requires the same number of parking spaces for a soup kitchen as for a restaurant of the same size, which was 21 spaces.
Marcus further noted that no town ordinance exists that would deny use of the Patriots Way parking lot to patrons and volunteers of the soup kitchen. Zoning members have said at several meetings that the parking lot could not be considered -- despite the fact that, previously, owners of the "30 Bridge Street" office building were granted that right.
The design was altered by public engineer Mike Mazzucco and architect Charlie Reppenhagen in hopes of satisfying the dissatisfaction of Town Engineer Jim Rotondo and the commission with the proposed building size, driveway width and truck turn-around space.
They reduced the footprint to 1,908-square feet, making the two-story building a total of 5,723 square feet. This created more space for garbage trucks to turn around; the shared driveway would be widened to 24 feet, a requirement for a business property.
Only three of the four apartments in the front of the property would be rented, freeing up two parking spaces.
The tenor of the four months of public hearings has been adversarial, despite Zoning ChairmanBill Taylor's assurances of impartiality.
"We pride ourselves on treating everyone the same," Taylor said. "If you meet the requirements, your application is approved. If you don't, it's not."
Loaves & Fishes plans to have a drop-in center -- space for consulting professionals like veterans services and Catholic Charities, and laundry and shower facilities -- as well as the soup kitchen.
These plans have caused commission members to question the actual definition of the proposed usage.
"We're going to provide a bathroom for people to use. We're going to provide a space where people won't have to stand outside while waiting to eat," Marcus said. "Don't criticize us for these things."
Taylor said no decision will be reached on the application at the May 13 meeting. The commission has 65 days to render a decision.
"This is an application that will require a good deal of discussion," Taylor said.
